Purpose of the Job

Responsibilities

1. Calendar Management: Organizing and managing the Director's Diary that’s including scheduling meetings, conferences, appointments, and events related to revenue operations
2. Communication Handling: Screening and managing phone calls, emails, and other forms of communication on behalf of the Director, ensuring timely responses and follow-ups
3. Documentation and Filing: Maintaining and organizing important documents, records, and files related to the Director’s Office
4. Reporting: Maintaining and organizing important Revenue operations-related reports, data, and preparing reports and presentations as needed
5. Meeting Coordination: Scheduling and coordinating meetings, preparing agendas, taking minutes, and following up on action items from revenue operations -related meetings
6. Client Relations: Assisting in managing client relationships, coordinating client meetings, and addressing client inquiries and concerns
7. Project Support: Providing support for Revenue operations-related projects and initiatives and coordination of project tasks
8. Travel Arrangements: Making travel arrangements for the Director and other team members, including booking flights, accommodations, and transportation for business trips
9. Expense Management: Assisting the Director in managing expenses related to the Directors Office, processing invoices, and tracking budget allocations
10. Cross-functional Collaboration: Collaborating with other departments to ensure alignment and coordination of Revenue Operations-related activities
11. Confidentiality: Maintaining confidentiality of sensitive information and exercising discretion in handling all communications in the Director’s Office
12. Any other duties as assigned by the Director.

Qualifications

• 5 'O' Levels including English and Math's/Accounts
• 2 A ‘Levels or Equivalent
• Diploma in Secretarial Studies
• Degree in Business Management or related field is an added advantage.

Experience

• At least 2 years related experience in a similar environment.

Purpose of the Job

Responsibilities

1. Administers and enforces the Vehicle Registrations Licensing Act CAP13:14, Road Traffic Act CAP 12:11, Finance Act CAP on Presumptive Tax, and enforce compliance
2. Analyses revenue collection reports from the Licensing Controllers and recommends appropriate revenue collections strategies
3. Recommends appropriate actions and Strategies to effectively collect revenue through agents
4. Analyses revenue collection exception reports and take corrective action
5. Analyses the motor vehicle compliance rate and find ways of increasing compliance
6. Implements revenue enhancement measure to increase vehicle licensing compliance rate (Blitz Operations, Discounts and mobile licensing)
7. Recommends setting up offices in areas where ZINARA is not represented to reduce compliance costs
8. Implements strategies to increase ZINARA points of presence in order to reduce commission related costs
9. Identifies system revenue leakage and take appropriate action. Compiles weekly, monthly, Quarterly and Annual reports as required by the Revenue Operations Director
10. Maintains effective communication with agents and Systems Developer
11. Identifies all manual processes and recommend for automations
12. Carries out regular checks on vehicle licensing facilities to ensure proper functioning of systems and other critical operational equipment
13. Recommends creation of system users and their access rights in terms of their roles in the Vehicle licensing system
14. Recommends and implements approved ICT system solutions
15. Develops and reviews SOP in line with best practices
16. Investigates complex system problems and profiles solutions
17. Controls and identifies system changes on the Ice Cash E-Toll card top up system
18. Conducts periodic system checks to identify any sources of revenue leakages for corrective measures
19. Crafts the departmental budget in keeping the annual procurement plans
20. Identifies Vehicle Licensing needs for preparing budgets and compiling business plans
21. Monitors performance per given period against targets set and analyse variances for Operations manager’s action
22. Allocates Operational Resources (Face Value Paper etc) to all Zinara offices and Agents
23. Analyses variance between budget and actual expenditure and takes corrective action
24. Implements IRBM performance management system within the Department
25. Identifies training needs of staff and recommend appropriate training and coaching where necessary
26. Identifies and investigates any deviations from set processes and procedures for corrective action
27. Ensures that the licensing controller’s duties are performed in accordance with ZINARA policies and procedures and renders assistance in the performance of work as needed
28. Develops and maintains Risk Registers
29. Creates and maintains a system challenges register. Implements risk and audit recommendations
30. Ensures adherence to policies and processes
31. Keeps stakeholders informed of critical operational changes and developments
32. Attends stakeholder meetings in relation to Vehicle Licensing, VID, ZRP, etc
33. Maintains conducive environment for stakeholders to freely interact on matters of vehicle licensing (blitz).

Qualifications

• 5 'O'' Level including English and Mathematics/Accounts
• 2 A’ Levels or Equivalent
• Degree in Accounting, Banking & Finance, Business Studies or Economics
• Master's degree or Professional course added advantage.

Experience

• Four (4) years as Licensing/Tolling controller or management position in revenue collection environment.
